Guideline 3. Transforming human resources

A phased change management plan anticipates the impact of digital transformation on the institution’s human and technology resource, and provides room for adjustments to ensure a successful digital journey. The plan articulates the efforts to be undertaken by the HR unit, the IT unit, the management and the staff to ensure its effective implementation. The HR unit ensures the workforce has the competencies to capably deliver the institution’s mandate in the new environment. It applies various training modalities to upskill and reskill staff including mentorship, apprenticeship and the use of technology applications to equip the workforce with necessary technical and soft skills and talents for the digital journey. To promote a growth mindset, collaboration and the use of new working methods are key deliverables.
