The ISSA Guidelines for Social Security Administration were prepared by the ISSA General Secretariat with the ISSA technical commissions.

The ISSA Guidelines on Human Resource Management in Social Security Administration was prepared by a team led by Maribel D. Ortiz from the ISSA General Secretariat under the auspices of the ISSA Technical Commission on Organization, Management and Innovation, which was chaired in the 2020–2022 triennium by Mohammed Azman bin Aziz Mohammed of the Social Security Organisation of Malaysia. Expert support and contributions were provided by Anneke Baeten. Extensive comments and suggestions were provided by the members of TC-Management; by Edmund Cheung, Christine Dunnigan and Bernd Treichel; and by member organizations of the ISSA.
