Error, Evasion and Fraud in Social Security Systems -
Guideline 20. Evaluating the results of the contribution collection policy

The institution designs and implements permanent monitoring processes for the contribution collection and compliance system to evaluate the results of the error, evasion and fraud policy and mechanisms.

Permanent and systematic evaluation should be based on performance indicators and service quality evaluation involving the main stakeholders and the wider public. Using a standard model increases the institution’s ability to compare its performance against institutions in other countries with similar methods of contribution collection.

The evaluation of these results aims to optimize the institution and to maintain the viability of the social security system, especially in cases of EEF.
