To address error, evasion and fraud in social security systems, there should be continuous measures to simplify procedures and processes.

Also required is the development of an awareness of error, evasion and fraud and for this to be communicated to insured persons, employers, the staff of national social security institutions and policy-makers.

The development of an active compliance strategy should give legitimacy to national social security institutions. This should ensure that those who should pay contributions do so in full, and continue to do so.

To fulfil these goals, each institution should develop and apply a strategy.
