The ISSA Guidelines for Social Security Administration were prepared by the ISSA General Secretariat with the ISSA technical commissions.

The ISSA Guidelines for Error, Evasion and Fraud in Social Security Systems were produced as a result of close collaboration between the ISSA General Secretariat (Social Security Development) and the Technical Commission on Contribution Collection and Compliance, chaired by Guillermo Ramirez. The guidelines were prepared by Guillaume Filhon from the ISSA General Secretariat and by François Hiebel from the French Contribution Collection Agency (ACOSS).

Review, commentary and other inputs were generously provided by an expert committee composed of representatives of the Technical Commission on Medical Care and Sickness Insurance; the Technical Commission on Old-Age, Invalidity and Survivors’ Insurance; the Technical Commission on Family Benefits; the Technical Commission on Insurance against Employment Accidents and Occupational Diseases and the Technical Commission on Organization, Management and Innovation; as well as by International Social Security Association member institutions and by the European Healthcare Fraud & Corruption Network (EHFCN), notably during the course of an international conference on this subject held in Madrid in December 2018.
