The COVID-19 pandemic had a severe impact on South Africa’s economy and the livelihood of its citizens. Many South Africans lost their incomes as a result of the pandemic and subsequent lock-down regulations. In an effort to provide relief, South Africa introduced a special COVID-19 Social Relief of Distress grant (cSRD) to address income support gap and food insecurity.

When the world was hit by the COVID-19 pandemic in 2020, the South African Social Security Agency (SASSA) was forced to reduce the number of clients permitted to visit its offices.

Clients were not permitted to visit SASSA offices to give consent for funeral insurance deductions from their social assistance payments. Through collaboration with one of the local Fintech companies, SASSA introduced submission of electronic mandates in two phases:

Initially, in the absence of any technological application that could support the collection, distribution and payment system of the Dominican Republic’s social security system (sistema dominicano de seguridad social – SDSS), the Social Security Treasury (Tesoreria de Seguridad Social – TSS) created an in-house solution, the Single Information and Collection System (Sistema Único de Información y Recaudo – SUIR).

The biometric enrolment of 21.7 million recipients comprising beneficiaries, children, and procurators (agents) ensured capture of extensive personal data and biometric information such as photograph, fingerprint image and voice print.

Payments were made to a beneficiary account using a debit master card which is SASSA branded. The card is issued by a registered bank and operates within the banking environment. The Dominican Republic’s Social Security Treasury (Tesorería de la Seguridad Social – TSS) has implemented a quality management system (QMS) based on the ISO 9001 international standard, which is a management tool based on the Deming Cycle and continuous improvement (plan-do-check-act). This helps in process planning, taking into account each of the inputs, outputs and needs. It also helps to standardize the execution of the activities involved, check whether what we are doing is in line with what was planned and implement the necessary improvements in a timely manner.

The Child Support Grant (CSG) is one of the social assistance programmes in South Africa established to address child poverty. Emerging from the apartheid regime, the democratic government introduced the CSG in 1998 to replace the racially based State Maintenance Grant (SMG), which had been in existence from the 1930s providing income protection to white families, excluding most black families and their children. The new grant removed the racially discriminatory features, which expanded the coverage to all eligible children.
