Data-driven transformation for a smart, resilient and inclusive social security

Over 400 CEOs, CIOs, ICT managers and experts of social security institutions will come together at the 17th International Conference on Information and Communication Technology in Social Security (ICT 2024) in Bali, Indonesia, 6–⁠8 March 2024. This triennial world-class event is organized by the International Social Security Association (ISSA) and hosted by the Social Security Administering Body for the Health Sector (BPJS Kesehatan) of Indonesia.

In a world of rapid technological innovation, ICT 2024 is not to be missed. Focussing on the theme of Data-driven transformation for a smart, resilient and inclusive social security, the conference will be a unique opportunity to learn about managing ICT technologies, discuss strategies to overcome challenges and look to the data-driven digital future of social security.

The conference will focus on the role of data as a key element of institutional digital transformation strategies. It will showcase how data-driven digital transformation has enabled social security institutions to innovate digital services and advance in their institutional objectives. It will also highlight how the secure use of data helps build resilience and anticipate how new and evolving ICT paradigms will continue driving digital transformation.

ICT 2024 is the only global event focussed on the strategic and practical use of ICT in social security. It will feature strategic insights through high-level keynote presentations and CEO roundtables, opportunities for practical discussions in parallel sessions and hands-on tutorials, social events to network with speakers and experts and the unique ISSA Innovation Zone as an eye-opener to the dynamic innovations of social security institutions.

The key role of data in a dynamic context

Social security institutions around the world are pursuing ambitious objectives to extend social security coverage, enhance resilience, promote inclusion and build people-centred services. Achieving these objectives requires social security institutions to be agile, responsive and innovative.

Digital transformation strategies have been at the centre of these efforts. While data has become a key pillar and facilitates different objectives including adopting customer-centric and pro-active approaches in service delivery, improving customer experiences and strengthening the impact of social security. At the same time, the opportunities and challenges offered by data drives innovation and the adoption of emerging technologies, such as artificial intelligence, to help automate processes and build smarter and personalized services.

However, the increasingly interconnected and complex nature of these technologies as well as their rapid evolution requires increased attention to sound ICT governance and management as well as to data protection and transparency.

Secure use of data for digital transformation to build resilient social security

Digital transformation has become an imperative, not only to ensure coverage and improve service delivery, but also to ensure resilience in a volatile world. Resilience of institutions relies on their capacity to secure their data and to achieve digital operational resilience. This highlights the importance of ensuring their operational integrity to withstand disruption or threats concerning ICT infrastructure while remaining agile to respond to unforeseen and extreme events and to include these strategies as part of an overarching strategic plan.

This alignment of short-term solutions with longer-term institutional development objectives as well as the implementation of effective change management approaches are increasingly challenging.

New ICT paradigms driving digital transformation

ICT 2024 will also feature discussions and live demonstrations of the new paradigms of ICT applications that drive digital transformation, including:

  • Artificial intelligence to automate processes and build smarter services – leveraging data in support of institutional capacity in analytics and Big Data capability.
  • Customer-centred services and smarter applications that are focused on value-added services, such as benefit payments and customer-driven solutions.
  • Inter-institutional collaboration and partnerships as well as strategies to enhance the digital inclusion of all clients, and data exchange technologies, such as Blockchain.
  • Cybersecurity capacity and Digital Operational Resilience.

Languages

The working languages of the conference will be English, French, German and Spanish and simultaneous interpretation will be provided in those languages.

Practical information

ICT 2024 is open to delegates of ISSA member organizations and invited institutions. There is no registration fee for ISSA members. Participants are responsible for their travel and accommodation costs. Representatives of non-member institutions are requested to contact the ISSA General Secretariat for the terms and conditions of participation.
