Sustainable and adequate social security in the context of increased risk and volatility
The 21st ISSA International Conference of Social Security Actuaries, Statisticians and Investment Specialists (ACT 2023) will take place in Mexico City, Mexico from 5–7 December 2023, hosted by the State Employees’ Social Security and Social Services Institute (Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado – ISSSTE).
ACT 2023 will be organized under the theme Sustainable and adequate social security in the context of increased risk and volatility. The events that took place worldwide over the last few years (such as COVID-19 and its impacts, armed conflicts, rise in geo-political tensions and surge in inflation) have highlighted that the current global context is one of increased risk and volatility.
As world economies react and adjust to these shocks which are still evolving, systemic issues such as climate change and population aging also need to be addressed. At the same time, the pace of advancement in technology, including artificial intelligence, has the potential to significantly alter labour markets and the distribution of wealth in the future, with much uncertainty on the magnitude and direction of these potential changes.
In this era of heightened uncertainty, the resilience of social security systems will be challenged. Social security professionals will be called upon to assess the adequacy and sustainability of existing schemes and address any gaps − through design or financing changes, or through the implementation of new schemes. Actuaries and investment specialists have an important role to play in assessing and illustrating risks and providing the information required to help support policymakers and other stakeholders in making informed decisions.
The ACT 2023 conference will feature perspectives from actuaries, investment specialists and social security professionals on a range of risks and vulnerabilities that social security programmes will face in the future. It will highlight the importance of collaboration amongst different professionals to design resilient and adaptive social security systems.
Target audience
The conference is aimed at actuaries, statisticians, economists and investment experts from ISSA member organizations, international organizations and national and international actuarial associations, and will also be of interest to other senior social security professionals and managers. Over 250 participants from all ISSA regions are expected to attend this exciting conference.
Languages
The working languages of the conference will be English, French, German and Spanish and simultaneous interpretation will be provided in those languages.
Practical information
ACT 2023 is open to delegates of ISSA member organizations and invited institutions. There is no registration fee for ISSA members. Participants are responsible for their travel and accommodation costs. Representatives of non-member institutions are requested to contact the ISSA General Secretariat for the terms and conditions of participation.
