Administrative Solutions for Coverage Extension - Guideline 30. Regulating expenditure on health care products and improving usage
The institution helps to regulate expenditure on health care products and improve how they are used through actions to assess the medical value of products, regulate prices and promote proper use.
These actions are important because health care products account for a significant proportion of health expenditure and directly available tools. Regulating this expenditure is complex because several objectives must be reconciled: accessibility of treatments, financial sustainability, remuneration of a distribution channel (which permits the safeguarding of health security and supplies – see Guidelines 29 and 31), and support for innovation, as well as for the national industry where this exists.
