Structure of the ISSA Guidelines on Administrative Solutions for Coverage Extension

The Guidelines are organized in three parts.

Part A, General Administrative Approaches for Coverage Extension, provides guidance for improving effective coverage extension independently from the population group and social security schemes.

Part B, Defining a Regulatory Strategy to Ensure the Sustainability of Health Coverage and Build Confidence across the Population, provides suggestions regarding the tools to put in place, according to the data available, to build an effective regulatory plan that is acceptable to all stakeholders and long-lasting.

Part C, Covering the “Missing Middle”, addresses approaches to formalize and extend social security coverage to this challenging group.

Within each part, specific guidelines are grouped according to how particular elements of the process may be applied. They are presented as follows.

Guideline. The guideline is stated as clearly as possible.

Structure. This is the suggested structure that may support the application of the guideline and facilitate the promotion of the underlying principle. The structure indicates the goals and framework established by the board and management.

Mechanism. There are different ways through which a guideline may be implemented.

The Guidelines also include links to technical references and examples of good practice.
