The ISSA Guidelines for Social Security Administration were prepared by the ISSA General Secretariat with the ISSA technical commissions.

The ISSA Guidelines on Continuity and Resilience of Social Security Services and Systems were prepared by a team led by Raul Ruggia-Frick from the ISSA General Secretariat under the auspices of the ISSA Technical Commission on Organization, Management and Innovation (TC-OMI), which was chaired in the 2020–2022 triennium by Mohammed Azman bin Aziz Mohammed of the Social Security Organisation of Malaysia. Expert support and contributions were provided by Rodolfo Beazley. Extensive comments and suggestions were provided by the members of the CT-OMI, the ISSA Technical Commission on Employment Policies and Unemployment Insurance and other technical commissions, as well as member organizations of the ISSA.
