Extension of social security to non-salaried (self-employed) workers and persons unable to pay contributions

The royal project to expand social security coverage in Morocco was launched in accordance with Framework Law No. 09-21 on social protection. The implementation of the royal project to expand social security coverage has been entrusted to the National Social Security Fund (Caisse nationale de sécurité sociale – CNSS), a major player in social protection in Morocco and will take place in line with a staggered implementation schedule.

For the population groups:

  • Self-employed and non-salaried workers.
  • Persons unable to pay contributions.

For the services:

  • Health insurance from 2021 to 2023.
  • Family allowances from 2023 to 2024.
  • Pension schemes in 2025.

The current size of the population covered will thereby triple, reaching 29 million insured persons. In order to cope with this massive registration operation, and the resulting workload increase, the CNSS has implemented a number of actions that have been key to the success of this project.
