Facilitating registration, extending and increasing coverage: Legislative measures to combat informality

Despite the significant growth of workers in the social security system during the last decade, more than 7 million workers still remain unintegrated.

Investments in operational and technological management to simplify and facilitate declaration and contribution collection, which have contributed to the results achieved, have not been sufficient to change this situation.

In reviewing the strategy to improve and extend coverage of the social security system, the National Institute of Social Security (Instituto Nacional de Segurança Social – INSS) of Angola identified that legislative vision until 2020 was limiting and there was a huge space for new measures to facilitate and promote the increase and expansion of personal coverage.
