Prior to the COVID-19 pandemic, the Pension Services Sector at The Public Institution for Social Security (PIFSS) of Kuwait required the in-person attendance of anyone requesting official certificates and documents. Thus, PIFSS is keen to keep pace with ongoing developments and provide its services by utilizing the best available technology.

Due to the COVID-19 pandemic, PIFSS converted its official documentation system to allow users to retrieve certificates and documents electronically with smartphones and computers via Quick Response (QR) code verification, eliminating the need for in-person attendance.

In line with the ISSA Guidelines on Information and Communication Technology, PIFSS has developed for a variety of mobile services a system that allows its Thukhur mobile application users to retrieve official e-certificates and e-documents online.

This exercise provides a comprehensive overview of the official document issuance process and evaluates the transformation process that allowed the system to be automated.
