Employer platform: New electronic services to dematerialize declarations and reduce administrative procedures

The Algerian social security system is based on declarations. The 340,000 or so employers covered by the scheme are responsible for these declarations.

The complicated declaration process often places pressures on employers that are likely to lead to heavily penalized delays in declarations and payments. This situation can affect the establishment of insured persons’ rights to social benefits.

To reduce these pressures and risks, the National Social Insurance Fund for Employees (Caisse nationale des assurances sociales des travailleurs salariés – CNAS) has developed new online services based on its website, including:

  • the online declaration and payment of contributions (E-payement);
  • the instant registration of workers declared online;
  • online declaration of employees systematically and automatically triggers instant registration for those starting their first jobs and for affiliation and transfers of insured persons;
  • online declaration also equates to an application for the insured person’s smart card, known as the CHIFA.

This system was awarded a prize as best project of 2019 at the World Summit on the Information Society (WSIS) in the category: “The role of governments and all stakeholders in the promotion of Information and Communication Technologies (ICTs) for development”.
