Implementation of an automated IT system for controls

In the context of its fight against fraud and social security evasion, Tunisia’s National Social Security Fund (Caisse nationale de sécurité sociale – CNSS) launched, in April 2019, an IT system enabling the end-to-end automation of the controls process from data collection and the targeting of fraud to the exercising of monitoring tasks and processing of results.

This practice, inspired by the ISSA Guidelines on Error, Evasion and Fraud in Social Security Systems and the ISSA Guidelines on Information and Communication Technology, draws on multidimensional data analysis and data mining techniques to identify meaningful risk profiles so as to optimize targeting.

The data set includes both internal CNSS data and external data related to the controls process that has been collected by other organizations. An institutional interoperability framework was therefore established to share data with the administrative bodies involved.
