“Protège-moi” (Protect Me): Social security coverage programme for women in rural areas

With a view to extending social security coverage to rural women working in agriculture, Tunisia’s National Social Security Fund (Caisse nationale de sécurité sociale – CNSS) launched a pilot project in July 2019 entitled “Protège-moi” (Protect Me) in conjunction with the ministries of Social Affairs, Women, Agriculture and Communication Technologies; a telecommunications provider (TT); and a private tech start-up.

This project, inspired by the ISSA Guidelines on Administrative Solutions for Extending Coverage, aims to establish a system for rural women, making it possible for them to join a social security scheme and to pay their contributions by way of a service that takes their financial position into account.

The project comprises three core activities:

  • registration procedure: identification and allocation of a social security number;
  • remote payment of contributions through a service provided by TT (telecoms provider);
  • communication activities to foster a social security culture.
