In view of rapidly ageing populations and decreasing birth rates, Eurasian countries allocate significant resources for sustaining their long-term care (LTC) programme. The challenge is growing as the COVID-19 pandemic has further exacerbated the existing problems of the shortage of LTC provision in the region.
In this context, the existing LTC programmes, which were largely inherited from the Soviet paternalistic model, need profound adaptation to overcome problems caused by the lack of a unified system of financing and management, divisions of responsibilities between different departments and a shortage of caregivers. Various countries in the region are working towards building a new type of public insurance scheme for those who have lost the ability to self-care.
The key objective of this ISSA Webinar is to look at possible options from the region and beyond in modelling LTC cost and creating a system based on sustainable financing, efficient service delivery structure and qualified staff.
