Robust social protection systems provide a primary anchor over the life course, safeguarding covered individuals and their households by mitigating and preventing risks and vulnerabilities, starting in childhood and continuing into old age.
Social security systems have historically been designed to provide services during relatively well-defined periods, but they are also critical for the “in-between” moments in life, where boundaries are less clear. As individuals traverse the life course, social security institutions support them as they navigate these transitions: childbirth and early childhood; the transition into education and then employment; the expansion and breakdown of family and household units; periods of waning health or recovery; increasingly atypical and flexible career trajectories; and the gradual transition from the height of working age into retirement.
