Public-sector pension schemes for civil servants and other public-sector employees date back well over a century. Special pension schemes were traditionally justified on the grounds that they guaranteed the security, integrity and independence of public-sector employees, as well as the attractiveness of a career in the civil service.
Institutions administrating public-sector pension schemes have evolved in their governance and have put in place a range of measures to increase the efficiency and effectiveness of their operations. This includes digitalization, upgrading service standards and human resource development while maintaining the specificities of public-sector pension institutions.
While digitalization and the use of technology in social security administration enable to improve customer services and business processes efficiency, to succeed, institutions should address several matters, such as:
- Customer-centricity of the service channels tailored to the actual public
- Implementing cybersecurity and privacy controls to address risks beyond the institution’s expected digital connections
- Reduced in-house technical expertise due to the institution’s limited mandate and administrative scope
- Cost-effectiveness, challenging economy of scale and budgetary constraints considering the institution’s mandate
