More and more countries are making social protection a priority and extending health coverage to all populations. Providing universal health coverage (UHC) means developing basic, quality and accessible health services, supported by regulatory mechanisms and legal frameworks to strengthen health coverage.

The introduction or extension of health coverage must be accompanied by a proactive policy in the field of primary, secondary or tertiary prevention. The COVID-19 pandemic demonstrated the value of preventive and supportive measures for certain chronic or contagious conditions, the incidence and severity of which can be reduced using specific tools. Based on the principle of collective or universal prevention, health promotion seeks to reach an entire population, regardless of its state of health, through the dissemination of health information and advice, as well as on that of selective – even individual – prevention, which is aimed at an individual or group of individuals exposed to a specific risk.

To support member institutions in this area, the updated ISSA Guidelines on administrative solutions for coverage extension include a new chapter specifically devoted to the regulation of health coverage.
