Social security institutions have recognized the need to use interoperability techniques to integrate the information systems of individual social programmes as they put into practice current trends towards the coordination of social policies and programmes. Leveraging significant advances in data exchange between social security institutions, interoperability looks to integrate and establish complementary services between institutions benefiting service delivery, efficiency within institutions and the potential to improve coverage and use of public resources.

Interoperability conceptually involves developing the capabilities to synchronize processes and control the flow of information, including the adoption of standards that facilitate data exchange, aligning organizations in the semantic interpretation of information, and redesigning business processes to name a few.

This webinar provides an overview of the foundations of interoperability as a starting point, providing practical experiences from countries and institutions that have established interoperability between social security entities setting the stage for integrated social security policy. While the benefits of building more integrated and interoperable social security systems are widely recognized, the cost and complexity of social security systems pose serious challenges to institutions.

This ISSA Webinar focuses on the opportunities and challenges of applying interoperability in social security administrations to learn about how some institutions have tackled the challenge. It is also part of an inter-institutional collaboration supporting the Convergence initiative (SPIAC-B and German Corporation for International Cooperation − GIZ), aimed at establishing dialogue between institutions to share their experiences to explore systemic solutions together.
