The United Nations recognize international migration as an integral part of global sustainable development. With over one billion internal and international migrants worldwide, migrant workers present significant coverage and administrative challenges for social security systems. Specific challenges for Eurasia were outlined in the Baku Declaration of the ISSA and the IAPSF in 2005.

The Agreement on Pension Provision of Workers of the Member States of the Eurasian Economic Union of 20 December 2019, which entered into force on 1 January 2021, became a milestone in ensuring equal rights of migrant workers for five countries in Eurasia. Other countries in the region that are not members of the Eurasian Economic Union have also made significant progress in protecting their citizens abroad through bilateral social security agreements.

However, the global COVID-19 pandemic has impacted on the labour migration situation in the region and brought new challenges for social security.
