The ISSA Technical seminar on innovation and creativity to develop social security institutions’ performance in Arab countries, hosted by the Public Institution for Social Security of Kuwait, is organized in collaboration with the Liaison Office for Arab Countries.

The main objective of social security administrations is to provide essential benefits while ensuring that the right amount is paid at the right time to the right people. They therefore strive to provide quality services efficiently and take as little risk as possible in this regard.

To fulfil this mission, social security administrations prioritize stability, strive to ensure rigorous management, and avoid uncertainty. From this point of view, innovation can be perceived as disruptive. However, in a context of important demographic change, labour market transformation, volatility and uncertainty, social security administrations that do not have the capacity to evolve and transform are exposed to considerable risks and the only way to mitigate these risks is undoubtedly innovation. The scope of innovation can include all business processes of social security administration. The challenge lies in the ability to find the right balance to ensure that innovation has a positive effect on overall performance.

Against this background and based on the presentation of selected experiences from Arab countries in the Middle East, the objective of the seminar is to point out innovation methodologies for social security administrations, role of social security managers in innovation, the motivations and scope of innovation, as well as how to transform tools and practices to create higher value for social security users and beneficiaries.

Practical information

The technical seminar will be held in Arabic. It is open to representatives of ISSA member institutions from Arab countries, as well as invited participants. There is no registration fee for ISSA members.
