The ISSA Technical Seminar: Unemployment protection for workers in the Caribbean − Strategies and key parameters will take place from 17 to 19 April 2023, at the Sandals Grande Antigua Resort & Spa − Dickenson Bay, Saint John’s, Antigua and Barbuda.
It is organized by the ISSA Focal Point for the English-Speaking Caribbean in collaboration with the ISSA Technical Commission on Employment Policies and Unemployment Insurance. The Antigua and Barbuda Social Security Board is hosting this important event on the occasion of the 50th anniversary of the national social security system.
Introduction
The lack of income protection in the case of unemployment is a major social protection gap in the Caribbean region, and unemployment insurance remains the least developed social security branch. Further to the experiences and lessons learnt during the pandemic, several countries in the region are now working on the implementation of unemployment benefit schemes.
This Technical Seminar will discuss the key parameters of these schemes as well as challenges and facilitating factors in their establishment and implementation. The discussions will hereby benefit from international good practice and the relevant ISSA Guidelines on Administrative Solutions for Coverage Extension, ISSA Guidelines on Promotion of Sustainable Employment and ISSA Guidelines on Service Quality.
Objectives
The Technical Seminar will seek to support ISSA member institutions from the region in responding to key questions:
- What are key factors to be considered in the development, establishment, implementation and extension of unemployment insurance schemes in countries within the region?
- What should be considered to determine choices regarding benefit levels, payment periods, qualifying conditions and other parameters?
- How can unemployment insurance schemes be financed sustainably and optimally contribute to national social and economic resilience?

Practical information
This ISSA Technical Seminar will take place at the Sandals Grande Antigua Resort & Spa - Dickenson Bay, Saint John’s, Antigua and Barbuda, from 17 to 19 April 2023 and is open to ISSA member organizations from the English-Speaking Caribbean and invited institutions.
