14th International Conference on Information and Communication Technology in Social Security
Towards ICT standards and common solutions for social security
The 14th ISSA International Conference on Information and Communication Technology (ICT) in Social Security will take place in Astana, Kazakhstan, from 2 to 4 September 2015.
ICT plays a strategic role in the improvement of the performance and service quality of social security organizations, as well as to enlarge the scope and impact of social security programmes. While technologies have become more accessible to social security organizations, the implementation of large-scale and mission-critical systems can pose important challenges to institutions which have to manage the technical and economic dimensions, as well as the rapid evolution of technology.
The Conference sessions will focus on the following:
- Goals and foundations of ICT solutions for social security: Policy and strategic perspectives
More often than not, the application of ICT makes the difference between services and processes that can or cannot be done, especially in large-scale social programmes. The session will address these issues from policy and strategic perspectives, with a view to highlighting the implications of ICT application in the design of social programmes that reflect new policy trends.
- Current experiences of corporate and large-scale software systems in social security
The corporate application of ICT has enabled not only the automation of specific processes but a complete transformation of operations and services as well. At the same time, the rapid evolution and dynamics of technology are posing significant challenges to institutions.
- Enabling techniques to implement standardized and reusable solutions
Faced with a diverse range of challenges arising from evolving needs of the population, the growing complexity of social security systems, and the dynamic environment of available technology, institutions aim to find the appropriate combination of ICT systems that both respond to their requirements and carry reasonable costs and acceptable levels of risk.
- ICT Industry Forum: Perspective and solutions
The ISSA ICT Industry Forum is aimed at addressing high impact challenges on the application of ICT in social security institutions. This mainly involves developing and enhancing the strategic cooperation between the ICT industry, the ISSA and the ISSA member organizations.
- Forthcoming new sections of the ISSA Guidelines on Information and Communication Technology
Two new chapters are being developed, one dealing with master data management for social security and the other with the ICT-based implementation of international social security agreements. These two chapters will constitute an important step forward in the development of common solutions for social security institutions.
This Conference will follow-up on the International Conferences in Seville (2009) and Brasilia (2012) which looked at ICT as a strategic management tool and a cornerstone of integrated and citizen-centred social security.
The International Conference is open to ISSA members and invited participants. The working languages will be English, French, German, Kazakh, Russian and Spanish.
