Programmes aimed at protecting children and families constitute a fundamental pillar of national social protection systems. Over and above the traditional focus on addressing child poverty and socio-economic vulnerability of families with children, childcare and family protection benefits play a crucial role in supporting resilience and promoting societal well-being.

Financed by a mix of contributory and non-contributory financing, the design of childcare and family protection programmes play a vital role in improving health, educational and nutritional outcomes for children as well as in addressing socio-economic vulnerability of families with children. With the growing phenomenon of single parent families and traditional risks such as orphanhood and child poverty, childcare and family protection benefits play an increasingly important role in both developed and developing societies alike. 

Owing to design features which limit the scope, depth and extent of traditional childcare and family protection benefits and services, social security administrations are irreversibly inclined towards improving the provision of these benefits and services through social action initiatives.

The outbreak of the COVID-19 pandemic and its negative socio-economic impacts that disproportionately affected children and families with children has elevated the importance of childcare and family protection benefits and services as well as social services initiatives targeted to the most vulnerable clusters of society.
