More and more countries are making social protection a priority and extending health coverage to all populations. Providing universal health coverage (UHC) means developing basic, quality and accessible health services, supported by regulatory mechanisms and legal frameworks to strengthen health coverage.

Regulation plays a major role to ensure the sustainable operation of a health insurance scheme. A regulatory plan strengthens the use of sustainable funding and the allocation of resources to the most efficient health care provision possible. For instance, financial projections allow to anticipate future imbalances and targeted actions on revenue, expenditure, or supply. Social security institutions should reinforce these capabilities by establishing working methodologies to define the regulatory activities, their implementation and evaluation.

To support member institutions in this area, the updated ISSA Guidelines on administrative solutions for coverage extension include a new chapter specifically devoted to the regulation of health coverage.
