More and more countries are making social protection a priority and extending health coverage to all populations. Providing universal health coverage (UHC) means developing basic, quality and accessible health services for all, supported by regulatory mechanisms and legal frameworks to strengthen health coverage.

Health care products are an important part of health expenditure and can produce important results if used correctly. Therefore, it is important to assess their medical value, regulate market access and prices and promote the proper use. Regulating this expenditure is complex as several objectives must be reconciled: public health safety, accessibility of treatments, financial sustainability, security and remuneration of a distribution channel and support for innovation. Institutions also play a part in securing the supply of health care products to ensure geographical and timely access to treatments and to guarantee access to effective and noncounterfeit medicines.

To support member institutions in this area, the updated ISSA Guidelines on administrative solutions for coverage extension include a new chapter specifically devoted to the regulation of health coverage.
