In Focus: International strategies to extend social security coverage

The extension of coverage is one of the greatest challenges for social security today. Studies estimate that between 70 and 80 per cent of the global population live in a state of “social insecurity”. There is, however, growing recognition of the contribution of social security systems to social stability and poverty reduction. Ambitious new initiatives by the ISSA and the International Labour Organization seek to extend social security coverage, but will require improved governance, financing and administration of social security programmes.

Bearing in mind its commitment to realize universal social security coverage by 2020, the Chinese government unveiled in April 2009 a three-year 850 billion Chinese Yuan (CNY) health-care reform plan, under which two-thirds of the budget is to be spent on consumers (as premium subsidies, etc.) and one-third on service providers, focusing on extending health insurance coverage and improving grass-roots health-care facilities and services.
