Applying the EFQM model for the purpose of evaluating the National Employment Office
The National Employment Office (Office national de l'emploi (ONEM)), the Belgian institution in charge of unemployment benefits has applied the Common Assessment Framework on four occasions to detect the institution’s strengths and weaknesses. However, the lack of external perspective was considered to be problematic. An authority which carries out a self-assessment is not protected from making “assessment mistakes” and runs the risk of missing important points.
