Lisbon Charter on Education and Training in Prevention adopted

Education and training are important in any field but are absolute priorities in the area of the prevention of occupational risks. In nearly all countries, younger workers are at significantly higher risk of suffering work-related accidents or illnesses, and therefore can particularly benefit from education and training in prevention.

Focusing on the topic “From School to Work”, the 4th International Seminar of the ISSA Section on Education and Training for Prevention, meeting in Lisbon,  Portugal, 1-3 June 2009, discussed ways of getting the prevention message over to young people at the start of their working lives.

Influencing young people, and imprinting on them appropriate prevention knowledge and behaviour at the start of their careers, is an investment, which will benefit not only the individuals but also society as a whole by helping to reduce work accidents and illnesses and their related costs.    

During the seminar, participants discussed and adopted the Lisbon Charter which seeks to reduce the risks facing young people, and therefore remove this source of inequality between generations.

The adoption of the Lisbon Charter is a further stage in the work of the ISSA Section on Education and Training for Prevention that started in 2003, and which sets out how young people should be welcomed, accompanied and trained in the workplace.

The ISSA Secretary General, Hans-Horst Konkolewsky, in an address to the meeting, emphasized that “prevention is a societal responsibility, and social security organizations, and in particular occupational safety and health actors, should play a proactive role in promoting the development of national prevention cultures”.

Mr. Konkolewsky recognized the value of the Lisbon Charter and its predecessors, the Quebec Protocol and the Berlin Declaration, as valuable contributions to the implementation of the Seoul Declaration on Safety and Health.

The ISSA Secretary General reaffirmed the ISSA’s intention, as one of the three initiators of the Seoul Declaration, to actively pursue its implementation at the levels of the ISSA Secretariat and of the Special Commission on Prevention and its International Sections.
