Examines some components of social security administration. Draws attention to the challenges and difficulties faced by social security institutions in countries where social security systems are not yet operational, are undergoing changes, or need to be improved.

This manual deals with an aspect of social security which is clearly one of the most important for any social security institution, scheme, or administration.

It provides a general overview and looks at policy, structures, common features, and examines the principles of good management. It also examines levels of administration, coverage, registration procedures, collection and recording of contributions, and the award and payment of benefits.
