The role of inter-governmental organizations in enhancing social protection in times of instability: Lessons from SADC
There is an urgent need to enhance social protection in the Southern African Development Community (SADC). This contribution, which reflects on existing literature and several relevant SADC instruments, analyses the creation and development of viable social protection measures and structures via regional instruments in SADC.

The contribution flows from many years of active research and direct involvement in this area by the authors. In particular, the authors consider the conceptualization of new paradigms to inform social security reforms in the context of the multiple crises currently affecting social security in the region. The authors advocate an approach that is cognizant of the enabling environment created by SADC, international trends and guidelines, as well as multi-actor action and country differences in the region.
