Thema 2. Die Herausforderungen der multiplen Krisen in der heutigen Welt

Angesichts der offensichtlichen Auswirkungen der aktuellen Krisen – die Finanz- und Wirtschaftskrise ist dabei nur die neueste – ist ein Paradigmenwechsel in der sozialen Sicherheit unumgänglich. Die Folgen einer immer instabileren Welt (hohe Arbeitslosigkeit, Fortbestehen des informellen Sektors, zunehmende Armut und Not etc.) steigern auf die Bedeutung der Solidarität in der Politik der sozialen Sicherheit. Diese steht vor der Herausforderung, Lücken auf dem Arbeitsmarkt auszugleichen, die Deckung auszuweiten und die wirtschaftliche Entwicklung durch eine dynamische Politik voranzubringen.

2.1. Die Legitimation der sozialen Sicherheit in Krisenzeiten stärken: Zwischen Solidarität und dynamischer sozialer Sicherheit

Demografische und familiäre Veränderungen, die im Wandel begriffene Arbeitswelt, die Finanzkrise und die sich aus ihr ergebenden wirtschaftlichen Folgen haben die markt- und wachstumsbezogenen Wirtschaftsmodelle und ihre Sozialpolitik in Frage gestellt, welche die individuelle Verantwortung und die Leistungsfähigkeit der Finanzmärkte in den Vordergrund stellten. Dies kann wiederum die Legitimität der sozialen Sicherheit stärken, – sowohl als wichtiger proaktiver Bestandteil einer «guten Gesellschaft» als auch als kollektives Mittel zur Unterstützung der Benachteiligten und zur Verbesserung ihrer Lebensbedingungen –, wenn sie die Herausforderung annimmt, dynamischer wird und ihre Grundparameter überdenkt. Können wir ein neues Paradigma für Reformen der sozialen Sicherheit entwerfen? Sollte es auf Solidarität und den spezifischen Elementen einer dynamischen sozialen Sicherheit beruhen? Wie käme dies in spezifischen sozialpolitischen Maßnahmen zum Ausdruck? Welche neuen (normativen) Grenzen ergeben sich unter Umständen für die soziale Sicherheit?

2.2. Finanzierungsfragen: Welche Innovationen für eine nachhaltige soziale Sicherheit?

Die Finanzierung der Systeme der sozialen Sicherheit steht vor neuen Herausforderungen, die sich stark von denjenigen der letzten Jahrzehnte unterscheiden wie etwa Bevölkerungsalterung, die damit einhergehende intensivere medizinische Betreuung, die immer prekäreren Arbeitsmärkte und die anhaltend hohen Arbeitslosenzahlen. Obwohl hinsichtlich der Erwartungen an die soziale Sicherheit ein breiter Konsens besteht – es geht um die Ausweitung der Deckung und ein ausreichendes Leistungsangebot –, können die Ziele nur umgesetzt werden, wenn auch die mittel- und langfristige finanzielle Tragfähigkeit der Leistungsprogramme gewährleistet ist. Was für neue Finanzierungsmechanismen ergeben sich für eine langfristig tragfähige soziale Sicherheit? Welche Lehren können aus den verschiedenen Erfahrungen in den einzelnen Ländern gezogen werden?

2.3. Fragen zur Ausdehnung der Deckung: zwischen Mythos und Realität

Die Ausweitung der Deckung durch soziale Sicherheit ist eine der komplexesten Herausforderungen für die moderne Sozialpolitik. Schätzungen gehen davon aus, dass zwischen 70 und 80 Prozent der Weltbevölkerung in einem Zustand der «sozialen Unsicherheit» leben. Auf der einen Seite stehen die Industrieländer unter starkem Druck, das persönliche Deckungsniveau angesichts des zunehmenden internationalen Wettbewerbs, der zunehmenden Prekarität der Arbeitsplätze und der alternden Bevölkerungen zu verringern. Auf der anderen Seite haben viele Schwellenländer Fortschritte hin zu einer universellen Deckung für die Älteren und Schwächsten gemacht, aber der wachsende informelle Sektor in diesen Ländern gefährdet weiterhin die realen Ausweitungspläne der sozialen Sicherheit. Welche Erfolgschancen bestehen für neue und innovative politische Maßnahmen zur Ausweitung der Deckung? Welche Perspektiven eröffnen sich langfristig?
