Benefits and challenges of using geographic information systems to enhance social security services
Benefits and challenges of using geographic information systems to enhance social security services
Social security organizations can use Geographic Information Systems (GIS) in order to enhance the services they provide. For instance, organizations can provide personalized services based on the beneficiary location.

Additionally, maps can be integrated in web portals to present geographic information, such as the sites where social services are provided, in a more user-friendly way. Furthermore, GIS may be used to better analyse data following a territorial structure. However, incorporating this kind of system in an organization presents different integration challenges. As a result, GIS are still mainly used as stand-alone tools which are only partially integrated into larger systems. Nevertheless, this situation is quickly changing, thanks to several key factors, including the consolidation of Geographic Web Services and Service-Oriented Architectures (SOA). This paper describes the main functionalities provided by GIS, analyses how a social security organization can leverage them, and identifies various integration challenges. Additionally, it presents the results of implementing some integration scenarios in the context of an SOA, including Geo-enabled web applications and the use of standards-based Geographical Web Services to share location-based information with other organizations.
