In Peru, there is a marked difference between this population group and the population who are not covered and who do not have access to health insurance scheme for chronic illness and who must consequently take out insurance to obtain the necessary care when they suffer health problems. For this reason, they pretend to be regular employees so that social security institutions pay for the treatment provided, and in so doing leave a gap for the other population category of regular employees who are not currently in need of health care.
