Implementation of an electronic cash card for retireesThe Pension Fund of Maroc (Caisse marocaine des retraites (CMR)) has a social role to play and one of its top priorities over the past decade has therefore been how to improve the payment of cash benefits.
The conditions under which pensioners collected their pensions in Moroccan post offices and over the counter of the Royal Moroccan Treasury offices were felt to be very difficult, so the CMR launched a programme to dematerialise payment operations through the introduction of protocols governing the use of EDI platforms in banks, the Moroccan Post Office and the Treasury. The proportion of bank transactions has increased from 9 per cent in the year 2000 to the current rate of 48 per cent as a result of this initiative, and there has been a marked improvement in the rapidity and monitoring of procedures for cash payments. The cash card project is the fruit of collaboration and cooperation with the banking institutions. It is the result of the determination of top management to improve the conditions of payment for pensioners receiving benefits in cash. The greatest improvement has been in speeding up the process and in improving the security and flexibility of cash payments. Now that the implementation phase has been completed and we have concrete proof of its positive impact on clients as well as on the administrative services, the priority this year and in 2009 is to promote and market the system.
