Measures to combat contribution evasion

A new service, which is called Current Account System for Social Contributions, was launched by the National Office of Social Insurance in cooperation with the project USAID/BIZTAR in March 2011.This is an online information system that provides quick internet access for insured persons to view their current social insurance accounts.

 

The programme is very easy to use and allows users to check, via individual ID and password, whether social insurance contributions have been credited to the insured's account by his or her employer. Contribution evasion is reportedly a serious problem in Moldova, impacting on future pensions. Previously, if the employer did not pay social contributions or paid false amounts, the employee had few means to detect it, the only possibility being to submit a written request.

 

CNAS and the project USAID/BIZTAR estimate that 50,000 people will be able to check their social insurance accounts for social contributions in 2011.

 

The implementation of the service Current Account System for Social Contributions is expected to save 10 million Moldovan lei (MDL) (EUR590,000).
