Basic Primary Care Units (UBAPs)Basic Primary Care Units (UBAPs) are operational units which form part of the Social Health Insurance Institute's (Seguro Social de Salud "ESSALUD") network of primary care services.
Their activities are carried out under a primary care management model that involves the provision of outpatient type services which are accessible to a population of insured persons residing in a specific geographical area, with comprehensive care being provided where appropriate. With the establishment and implementation of the UBAPs, ESSALUD is seeking to strengthen the network of primary health services, which should address 80 per cent of the demand for services, through the provision of comprehensive services, with priority being given to prevention and promotion, through Essential Health Packages, as well as curative treatment and basic rehabilitation at the first level of care. The system for the allocation of resources per capita, characterized by the evaluation of performance, is based on the health outcomes achieved, the level of accessibility and coverage of the insured population by the services provided by the UBAP, and the level of satisfaction of insured persons, thereby guaranteeing the efficient and rational use of resources.
