The ISSA Good Governance Principles and Guidelines for Social Security Institutions (the Guidelines) are a result of this project, and the product of lengthy collaboration among the ISSA Secretariat, the Technical Commissions on Organization, Management and Innovation (TC OMI) and Investment of Social Security Funds (TC INVEST), and Mr Alberto R. Musalem, ISSA consultant. Participants at the technical sessions on governance at the recent Regional Social Security Forums also provided input to the Guidelines .
In collaboration with the TC INVEST and the TC OMI, and at the invitation of the Social Security Corporation of Jordan, the ISSA Secretariat organized a Technical Seminar on Governance Principles for Boards, Management, and Investments of Social Security Institutions in Amman, Jordan from 5 to 6 May 2010. The Seminar participants discussed and reviewed the Guidelines , including the ISSA definition of governance, the principles characterizing it, and the framework underpinning the Guidelines. Social security administration was defined in terms of four broad governance areas, namely, financial sustainability; sound investments; member coverage and contributions and member benefits and services; and human and ICT resources. During the second day, discussion centred on good governance of the investment process of social security funds, and participants debated transparency in investing, risk management models and lessons learned from the crisis.
