The extension of social protection to non-formal sector workers, with specific reference to social insurance coverage: Some recent developing country experiences
This paper critically reflects on recent approaches to the extension of social insurance coverage to informal workers in a number of developing countries, answering the question “How can social protection be extended to the informal sector?”

It is based on a research project completed for ISSA in June 2009 and is primarily a review of the existing literature on the subject. The paper looks at a number of approaches to extending coverage, including: tailor-made solutions; innovative conceptual approaches; contractual tracking exercises to determine the real employer or provider of work; a range of complementary institutional measures to achieve coverage extension; the desirability of specialized contribution modalities, eligibility criteria and benefit packages for coverage extension; and the importance of human rights frameworks.
