The win-win recruitment planThe win-win plan is a temporary measure designed to support employment during the crisis and the recovery phase, encouraging recruitment of the most vulnerable jobseekers and those most in danger of long-term unemployment during the period 2010-2011. This is a preventive measure intended to avoid increased cyclical unemployment caused by the crisis from turning into structural unemployment.
It targets jobseekers under 26 years of age with at most a secondary education certificate who have been unemployed for at least three months, unemployed workers aged at least 50 who have been unemployed for at least six months and unemployed workers receiving benefits who have been looking for work from one to two years. A subsidy (active unemployment benefit) which varies between EUR7501 and EUR1,100 per month is provided to encourage their recruitment. This subsidy is allocated for two years if they are taken on in 2010 and for one year if in 2011. This measure has helped to reduce unemployment more rapidly in Belgium than the European average.
