New mechanism to secure pension rights
On 6 June 2011, the Russian President signed federal law "On pension provision guarantees for some categories of citizens". The law establishes a mechanism which secures the right of citizens to labour old-age and disability pensions. The law takes into account periods of military service or any other equivalent activities when the incumbents were not subject to mandatory pension insurance and did not qualify for a length of service pension, disability pension or other lifelong income support.
The amount of the labour pension for this category of citizens will be calculated taking into account the sum of pension capital. This includes means from the state budget allocated to the Pension Fund of the Russian Federation in the amount of the cost of the insurance year (equal to the minimum wage times the contribution rate for 12 months) multiplied by the length of service.
The federal law therefore covers gaps in the national legislation which regulates the determination of rights of former military personnel or their equivalent, as well as of federal judges and judges of the Peace, to a pension, taking into account the indicated periods of service. This measure is aimed at improving the adequacy of pension benefits for the concerned categories.
