Technical Seminar on the Benefits of Prevention for Social Security

The traditional objective of social security to protect populations from the impact of life-cycle risks has been increasingly broadened through the inclusion of proactive measures. To prevent where possible such risks from occurring in the first place or from becoming aggravated is part of the mandate of social security. By tackling major risk factors through prevention and early intervention, these measures are destined to reduce the need for social security benefits, as well as promoting labour market activity and facilitating re-integration.

Applying the concept of a dynamic social security, the International Social Security Association (ISSA) aims at successfully implementing and sustaining preventative and proactive attitudes and practices among social security organizations regardless of whether they are responsible for old-age, disability and survivor's benefits, sickness and maternity benefits, unemployment benefits, work injury benefits or family benefits.

Prevention is increasingly seen as a long-term investment and as a means rather than a burdensome, ongoing cost. It is also perceived as a means of reducing future cost liabilities, for example, for the rising numbers of individuals with chronic health problems or for the long-term unemployed. Prevention is also successfully practiced by accident insurance schemes which in addition to compensation and rehabilitation services also address occupational risks through preventative measures before they might lead to accidents or diseases.

This Technical Seminar will focus on the Benefits of Prevention for Social Security . It aims at identifying the potential of prevention for ISSA members, specific challenges, and good practices. It also aims at outlining the possibilities for cooperation among ISSA members and other actors in the field of prevention. Furthermore, the seminar will take a close look at new and emerging risks, which are not only related to the workplace, but which can also have an impact on other areas of social security.

The event is organized by the ISSA and its Special Commission on Prevention. The seminar is open to invited participants only.
