Technical Commissions

The ISSA’s 11 Technical Commissions provide networks for specialists to collaborate in advancing discussion on technical social security issues.  The Technical Commissions foster research  and analysis on specific areas of social security, including pensions, employment policies, family benefits, sickness insurance, invalidity, mutual societies, prevention and investment.

The first Technical Commissions were founded in 1947, with new Technical commissions added in 1998 and the latest, Investments of Social Security Funds in 2007. The officers of the Technical Commissions are elected by the Bureau on a triennial basis. For the 2008-10 triennium, the election slate included a wider regional representation.

The Technical Commissions play a key role in the delivery of the Association’s programme and as such provide a substantial input to achieve the strategic objectives determined in the ISSA’s Programme and Budget for the 2008-10 triennium in particular with regard to:

  • Providing relevant knowledge,
  • Offering relevant networks and international platforms, and
  • Promoting dynamic social security.

 

This is being reached by prioritizing social security challenges faced by ISSA members, which have been identified as follows:

  • Administrative and operational efficiency
  • Social Security reform
  • Extension of coverage
  • Impact of demographic changes

 

Starting in 2008, Technical Commissions have developed triennial workplans to further knowledge of the above challenges.

For the 2008-10 triennium eight Technical Commissions will provide substantial input tackling the cross-cutting project on Demographic Changes and Social Security, which touches upon most social security branches.
