Technical Commission on Old-Age, Invalidity and Survivors’ Insurance
This report is to conclude the project of the ISSA Technical Commission on Old-Age, Invalidity and Survivors’ Insurance on “Pension design: how to ensure income adequacy in old age”.

Pension systems are long run commitments. This means that changes in the system have to be made with care. Changes when an individual is in the middle of working life overthrow her life-cycle planning. Without giving possibilities to adapt, for example by transition rules, credibility will be damaged. However, reforms have to be made in order for the systems to be sustainable in the face of increased longevity and ageing.
