Countries in all regions (and at all stages of development) are introducing new social security schemes or adapting existing schemes to meet the challenges arising from ageing populations and from urbanization and to counter the effects of corresponding erosion of the supports traditionally provided by extended family networks. The challenges are accentuated by globalization, new forms of employment and changing social patterns.2 Populations in many countries are increasing and a growing proportion of people live into old age.
