The extension of coverage is one of the greatest challenges for social security today. Studies estimate that between 70 and 80 per cent of the global population live in a state of “social insecurity”. There is, however, growing recognition of the contribution of social security systems to social stability and poverty reduction. Ambitious new initiatives by the ISSA and the UN/ International Labour Organization seek to extend social security coverage, but will require improved governance, financing and administration of social security programmes.

Access to social protection for community teachers
Since 1975, the Malagasy Ministry of Education has been unable to meet the need for public school teachers. Parents have thus established ad hoc associations (Fikambanan’nyRaimandrenin’ny Mpianatra (FRAM)) to recruit and pay teachers to educate their children. Community Health Funds: Extension of the National Health Insurance Fund of Tanzania
The National Health Insurance Fund (NHIF) was established in 2001, with the basic objective of providing health insurance to civil servants. Since then, the NHIF has increased coverage by extending its membership to private, informal and semi-formal sectors. In 2009, the NHIF was mandated by the Government to manage the Community Health Funds (CHF) which were initially managed by the local authorities. The main objective of being given this task was to bring about the growth of the CHF scheme in terms of coverage, number of members and quality of health services accessible to its beneficiaries. Introduction of the Transition Unemployment Benefit for redundant workers
Transition Unemployment Benefit was introduced in Mauritius under the Workfare Programme in February 2009 as per the Employment Rights Act 2008. It was set up to provide financial assistance to workers in the private sector who are laid-off and opt to join the Workfare Programme.
