JAMSOSTEK initiated to reengineering its business process by repositioning of Healthcare providers in GP Level as partners and part of JAMSOSTEK Healthcare system through the implementation of "Self Regulating Quality Assurance System" by setting up standardized healthcare services in all Healthcare providers nationwide.

Since its implementation in 1992, the membership of JAMSOSTEK’s healthcare program has shown an impressive growth until the late nineties due to its mandatory attribute. In 1999, the growth was ceaselessly declining until JAMSOSTEK was experiencing negative growth of its membership during the period of 2002 - 2004.

One of the major obstacles faced by JAMSOSTEK was the poor quality of healthcare services delivered to its members. JAMSOSTEK had been trapped in its comfort zone due to its monopoly system and its mandatory program mandated in its Republic Law. The Management realized that there was an urgency to shift its paradigm from mandatory and its law enforcement approach to quality of service delivered to its members.

JAMSOSTEK initiated to reengineering its business process, particularly with its Healthcare providers functioning as its "gate keeper" in the operational level, in order to improve the quality of healthcare services delivered to its members. The reengineering focused on repositioning the Healthcare providers in GP Level as partners and part of JAMSOSTEK Healthcare system. This was done through the implementation of "Self Regulating Quality Assurance System" by setting up standardized healthcare services in all Healthcare providers nationwide contracted by JAMSOSTEK.

The new system confirmed that there were minimum resistances from the side of Healthcare providers but, in fact, resulting high rate of participation of the healthcare providers to work together in developing the system. Up to now, after its full implementation in 2004, there are many quantitative data proving the success story of "Self Regulating Quality Assurance System".
